To make up something that was not there, such as a story or a lie, or to cause something new to arise, such as a debate, fear or a quarrel.

Good to know

Very common in news with abstract objects: kuzua mjadala, to spark a debate; kuzua hofu, to raise fears. Kuzusha is used the same way.
