To give something first place and put it before other things, as in putting the public interest before personal gain. It also means to send someone or something ahead of the rest.

Causative of kutangulia, to go ahead. Common with maslahi: kutanguliza maslahi ya taifa, to put the national interest first; often with mbele or kwanza for emphasis.
