Tiny silvery fish caught in great numbers in Lake Victoria, Lake Tanganyika and the sea, dried in the sun and eaten widely. Figuratively, dagaa are the small, unimportant people in a matter, as against the big fish.

N class noun, the plural is also dagaa: dagaa wa kukaanga, fried dagaa. In politics, kushughulika na dagaa means going after the small fry instead of the big ones.
