Meaning
To make something happen, usually something bad: guteza ibibazo, to cause problems. In guteza imbere, literally to push forward, it means to develop or promote.
Good to know
Followed by what is caused: guteza impanuka, to cause an accident; guteza umutekano muke, to cause insecurity. Guteza imbere, to develop, is one of the commonest phrases in Rwandan news.
