Ni (it is) joined to ho (there, then): it marks the time or the place the sentence is about, 'that is when' or 'that is where'.
Good to know
Often after a time or a place: kuri uyu wa gatanu niho haba urukino, it is this Friday that the match takes place. Niho rero at the start means 'so that is when'.
